Fiscal easing in local governments facing potential merger: Visible in budgets or hidden in overruns?

چکیده

Mergers incentivize local governments to ease their fiscal policies before the merger is implemented. This incentive powerful: it known that start easing even they know for sure a will occur and if merging what want. Based on study of Norwegian municipalities, this article shows irrespective whether face certain or potential mergers, manifested primarily in budget overruns rather than candidly documented budgets. Among facing merger, unwilling more willing ones do larger extent apply concealment strategy.
